I haven’t had any dealings with sharpening wood working tools but I am a wood carver and I hand sharpen all of my carving tools. We have a woodworkers club as well as a wood carvers club in our area. You might check around in your area to see if they have one. They can give you some good pointers on different areas of woodworking as well as tool sharpening.
I don’t have tool sharpener. What I use is a 1/4″ variable speed drill motor and a sanding disk to do the preliminary sharpening. I have cut a piece of leather and attached it to a disk to buff the resulting burrs off. I use buffing compound on the leather. I think the advantage with the variable speed drill motor is that you can run it as fast or slow as you want and the disadvantage is that you can only hold the tool with one hand to control it.
I checked the web to see if I could find any “woodworking hand tool sharpening techniques” and the ones I found didn’t mention the bowl gouge but they would be the same as the curved wood carving tools. You just have to practice rotating the gouge as you sharpen it. One site I found did address tool sharpening that might help.
