How much do you pay someone to decorate your reception room?

The lady is charging me $ 700 to decorate my classroom. Is it too much, that's completely out of my budget. But I want it to be very nice scenery. The decoration of reception include: 1. a centerpiece for each table guest 2. A similar but larger center for the head table 3. White Porcelain plates for the head table (for each position – Dinner Plate, Salad Plate, cup water, glass of wine, 2 silver forks, a silver knife and a silver spoon), 4. White linen table cloths for each table, 5. clear disposable plates for your clients 6. clear knives, forks and spoons for you guest (each series was filmed in a paper napkin and tied with a ribbon tulip), 7. floral arrangements and green for the table buffet, 8. linen napkins for the dinner table Tulip is my main color (for reference)

Sounds like a good part of the centerpieces and exhibits in the head are real flowers! There is a lot if they are false …
