Osmacote How can I put in a 18 "hanging basket?

The baskets will be mostly full of annual flowers. Petunias, Bacopa, Calibrachoa. They are about 12 "deep. I also have some that are, I think 12". They are hanging baskets that you see most occurring especially in large nursuries stores and usually green. I live in zone 8.
