USS Constitution? Navy frigates? on naval history? and confusing the number of helmet?

1. First I read that the frigates appeared in the Navy during World War 2 as a destroyer escort became the frigate. And another thing I read that President Washington signed a bill to make six frigates:, Constellation, Congress, United, States President of Chesapeake. Constitution do not get it. Is it because of the time were six frigates was no Continental Navy, U.S. Navy? 2. Therefore, it is the oldest warship USS Constitution Navy frigate designed? 3. Each ship has a number you Like USS Port Royal (CG 73), USS Abraham Lincoln (CVN 72) and USS Maine (SSBN 741), etc. What does that number mean? In USS Abraham Lincoln, the book says the number 72 means that the boat is the 72nd carrier authorized for construction. Oh, my God, I believe I can not. If so, what about the USS Maine? Is the submarine 741st approved for construction? Does this mean that no submarine was 740 before it? I have to explain, please. Thanks.

The Constitution USS still considered a "Frigate", although this is only what was authorized and built to be in the early 19. She in no way the definition of a frigate of today's standards.
