I found a Very Old sign at a garage sale written in Arabic. What does it say?

I was given this sign by the daughter of a archaeologist along with a slew of other items such as sand roses and very Old Pottery. Her mom had recently passed away and when she found out I was a teacher, she gave me a huge amount of her mom’s finds from Saudi Arabia. I have no idea what it means or what or where it was used. It may or may not have been dug up. Can anyone help? The photo is here

Like “Zero” said, الظهران is a name of a place ( a city in the eastern province of Saudi Arabia)
The word, خصوصي ( private) and the numbers refer to the licence..
Put this type of plates isn’t used anymore.
