As far as the paper indicates, it was after 14 years that the mother discovered that her daughter was in Mexico. The article cited does not mention any attempt by the mother in contact with Mexican authorities or the courts use under Mexican law or the use of the U.S. Embassy for help. Therefore, in this particular case, only the available information, Mexico is not guilty of not returning the child in question, since there is no evidence that legal proceedings have been brought in Mexican courts. Furthermore, it is the Hague Convention Hague which issued the report, but U.S. State Department report to Congress on compliance with other countries to the Treaty regarding abducted American children by a parent. Set aside the bad example … Based on the State Department report, YES, Mexico is not in compliance. And in defining the Treaty, to eliminate the child (in the example) by his father without the mother consent. . . A better way unfair.
